Remove the Layers

I have to agree with Benaud that the match referee is a redundant
position. Infact has shown itself from anything being useless to
harmful. The umpires on the ground should handle this stuff. However,
those umpires should be mutually acceptable (ie appointed by the two
participating countries together). If they have to have referees, I
suppose, they can be a neutral party between the umpires and the
players for any appeals and challenges rather than another layer of
officialdom over the heads of the players.
