I don't think Chappell had any vision or plan or anything.

He wanted to make some money since he had invested heavily
in gambling and prostitution in the past. And those investments
have not really paid off except for some diseases.

And in his own mind, he thought he could fool a lot of people and
almost pulled it off.

Like Hitler, he failed by a whisker.
