then the action that they had to take was mandatory, they had no
choice but to apply the law.


When the LAW is FUCKED UP, umpires have to EXERCISE GOOD JUDGEMENT

they are HUMAN BEINGS and NOT ANIMALS or ROBOTS.

When the umpires (acting together) decided that the condition of the
matchball was altered unfairly, they had no choice but to award the
penalty runs. This is mandatory there is no judgement after their
decision, just the correct procedure by law.


A fucked up procedure that did NOT require ANY EVIDENCE.

The ball and the opinion of two expert witnesses is enough evidence.
