rsc is an unmoderated usenet newsgroup, so the answer to banning is
"no". Thinks of usenet newsgroups as the wild west of discussion. Some
people access it through web-services like google groups, but those
are just portals. If you don't want to read what he posts then
killfile his ID (if you're using a news reader) or use whatever tool
is provided by your web portal for filtering out posts. Or as a last
resort you could filter out specific threads if the s/n ratio gets too
high because of him.
