My subjective impression is that far less time is lost to rain in
England than used to be the case 3 or 4 decades ago. I think our summers
have tended to improve, but the main factor is probably the improvement
in covering and drying technology.
I wouldn't be surprised if countries in the sub-continent came out quite
badly for time lost to rain, due to attempts to play matches at
unsuitable times of the year. West Indies might be quite high too, with
Guyana and Trinidad being especially vulnerable IIRC.
