No, he was holding up a years-old declassified report that said
chemical warfare munitions were found in Iraq, but they were virtually
devoid of chemicals and too degraded to be of any use. Santorum and
other feeble-minded warmongers speculated that such crap "might be used
in improvised explosive devices" but declined to say how.
