It is common on many tables that you cannot spot, or rack, the ball
exactly on the center of the spot. When the ball must be spotted
more than about 1/4 inch high or low on the spot, I usually point it
out to the opponent, and I expect that when he racks, he will do the
same thing in order to get a tight rack.

This is usually because the spot material and the cloth beneath the
spot has been compressed (from power break shots, poorly placed
balls, not changing spots often enough, etc.). Spots can be
purchased in rolls of 100 for less than $.05 each, and it takes only
a few seconds to replace a spot on a table. Even if spots were
changed weekly, it would not be a significant cost to a room owner.
Changing spots in a timely manner would eliminate all of these
problems being discussed in this thread.
