Oh sure - loads of people use ordinary over-the-counter walkie-talkies
in France and the rest of Europe. As long as you get ones that work
within the approved spectrum, it'll be no problem.
We've used a pair of Motorola TA200 and T5422 in France several times and they've been fine. They have a range of 3Km (2 miles) but are "line of sight". i.e. Anything in the way cuts down the range. However, so long as you are on the same side of the mountain they are great for meeting up with lost companions.
We got the last pair from a website in the UK that were pretty good (I have no affiliation with them) http://www.twoway-radio.co.uk/ and having just looked at it again I fancy a pair of Talkr T5s as they list 6km range.
