But "länsframgång*" must be an obscure metaphor. A Google search
only finds 2 unique articles using the word "länsframgångarna" (definite
plural form) including the article the OP was referring to:

Perhaps a "Doh!" would be in order:-) It turns out that _all_ hits on
either the definite or the indefinite form are about local boys, girls
or, in one instance, trotting horses that have done well in a race or
a competition. Which is no wonder since the "läns-" has nothing
whatsoever to do with sailing or metaphorical usage and everything to
do with the regional administrative unit.
In my defense I must point out that the sentence quoted by the OP
wasn't about British skiers and my tacit assumption that it was led me
to what proves out to have been a folk etymology of my own.
By coincidence, the name of the newspaper is Östersund "LÄNStidning",
which I would translate as "county newspaper" -:)
I wouldn't suggest any alternative translation:-)
The bit about the British skier goes, in my rough translation:
"Another big surprise was that there was an English(!) winner in the
freestyle in the older junior class. Andrew Musgrave, who came 42nd in
last winter's JWCs, won with a marginal of one minute and aims to
finish in the Top Ten this winter. A reasonable goal!"
It should perhaps be noted that Andrew isn't English; he come from
Insch in Aberdeenshire in NE Scotland.
