And the pack comment was relaed to their inane comments during the
pursuit and relay start events. I have not watched the interval start
races

When Sara Renner was commentating for Eurosport in the World
Championships 50K (individual start freestyle race) in Lahti four or
five or six years ago, she commented on the large "trains" of skiers
that formed over the course of the race, and that some skiers were
staying in those groups for awhile to save energy. Not quite
"strategic pack racing" but those decisions were tactical.
