What keeps the Californians happy is their ignorance of history.
In the '70s, the drug cartels were at war with one another for control of the Columbia/Miami drug importing and distribution business, just like Mexico/California in the '90. No one really gave a shit, it brought in a lot of money and the drug killings were quite entertaining. Miami even made a top-rated (though highly fictionalized) TV show about it.
Then in '79, increasing competition for market share resulted in corruption of the business plan civilians began getting killed. That really pissed everyone off, and took all the entertainment out of it. Just like Mexico/California just after the turn of the millenium.
Eventually, Griselda Blanco's gang won uncontersted control of the Miami market, things quieted down, the drug money was laundered into Florida's commercial real estate market fueling a huge boom, the old farts returned, the drama abated, and everyone is happy again.
California just has to wait for a winner to emerge in that market. Instead of putting a bounty on the five cartels, California needs to provide arms and helicopters to el Chapo and tell Calderon to get out of the way. With el Chapo's uncontested control of the market, the killing will stop, billions of dollars will flow into the California economy, school spending will skyrocket, the homeless will be fed and housed, there will be a construction boom, and we will all be relieved of hearing constant whining about how bad it is in California.
