Well actually the mobs of youth you mention roamed (and trashed) their
own neighbourhoods and housing projects (especially when the TV crews
showed up) not the whole country. The authorities did a fairly good
containment job actually. I live about 16km (10 miles for the
metrically challenged) from where it all started and life went on as
usual in the neighbouring towns.

Interesting read, a bit old, needs updating though as figures released
by the French Home Office in January 2008 indicate an overall decrease
for crime in France even if there was an increase in certain types of
crime.
Some LEOs here have pointed out that modern policing has fallen prey
to 'policing by numbers' hence the pressure to make as many arrests as
possible to fill the statistics sheets for the bean counters and for
the spin meisters give the appearance of doing something to combat
crime, which is then whipped up by the tabloid press. (and eagerly
lapped up by gullible Merkins :-))

I'm not saying there is no violence or crime, there is unfortunately,
but not on the same scale as the US and that is a good thing.
