George provided good information. Any river is moving water and moving
water has suspended sediment. Diving above a dam where the water is trapped
means you are diving in a lake, effectively. (Lake Oahe is such a lake on
the Missouri River.) Visibility varies with the amount of runoff in the
area and from what has been pushed into the lake from upstream.
Spearfishing is short range shooting. You don't need great visibility to
spearfish but it's nice when visibility is good because it makes the dive
more fun. In numerous dives in the Missouri River I recall only once when
the water was really murky.

Spearfishing is a solo sport. You enter by yourself and spread out along
the river with ample distance to assure you are alone. You have the gun, a
dive flag, a stringer, and whatever dive gear you choose. The sought after
fish is the Walleye, but you can harvest whatever is legal. After you shoot
a limit, get cold, or run out of air you surface and wait by the dive flag
or on shore until the boat returns to get you. Getting to shore in the
Missouri is sometimes a challenge because of the mud. I probably still have
mud on my gear from a year ago after going to shore for a necessity.

Spearfishing is one of the greatest adventures you will ever have that
involves diving when visibility is not that great. I'm not too sure but
great visibility may actually worsen the hunt. Fish often come to see what
you are doing and that inquisitiveness brings them close enough for a shot.
If they can see you from fifty feet away, you'll never get a shot.
