Lets see, so you can't come up with a good definition, and evidently can't

Then, it would seem sensible that you would just post the definition from
that country (or countries) laws with which you most closely agree.
But that'd be the easy way out.

In your exmaple of Rwanda, he was doing what the "law representatives"
wanted, IIRC.
So why would they stop him?
