Back when I was in the New Orleans area, I was driving down one of the streets near my home and a car pulled out from a side street... Something slid off the top of the car and landed in the center left-turn lane... As I was driving past it, I saw that it was a cell phone... I did a U-turn, came back and picked it up before anyone had run over it... By the time I got it, the original car had disappeared... I scanned through the entries a bit and picked one of them that looked likely, called the person... His caller ID showed who was calling and I explained what had happened... Turns out she was there right now... It was only a couple of blocks away from where I was at, so I drove over there and gave her phone back to her... She said that she new that she lost it, but had no idea where... Apparently she had set it on top of her car when she was getting in and forgot about it... Like I said previously, it must be a woman thing... If she had had some type of passcode on the phone, I wouldn't have been able to use this method of returning it... Maybe she would have been smart enough to call her cell phone from another phone and if the phone didn't prohibit it, I could have answered it with the same basic end result...
Ya' see, there are some times when you might lose your phone and the person who finds it is not interested in identity theft or even keeping the phone...
I don't know if this is universal or just particular to this area, but I have taken cell phones to a cell phone company and they were ultimately able to tell me who it belonged to or assist me in getting it back to them whether the service was with that company or not.
