We handle it according to the BSA Advancement guidelines. If a scout has
done the requirement then he has done it. If they have a time limit on Merit
Badges then do they also have one on rank advancement? If a boy does not
complete the requirements for a rank within 12 months does he have to start
over?

I recently took over the job of advancement chairman at a Troop that
has a "Troop Policy" that scouts must complete a Merit Badge within 12
months of starting it. If a scout does not complete all of the
requirements within the 12-month time frame, he must begin the merit
badge again. I have had two parents that have questioned this policy
since the BSA Advancement guidelines state that the only time
requirement on Merit Badges is that they must be complete by the
scout's 18th birthday.
How do other Troops handle merit badge time requirements?
