Another thing that hasn't been addressed in this thread is the concept
of a "provisional Scoutmaster" that the District "Big Shot" included in
his admonition to me about restricting the merit badges the boy can get
at the Jamboree. Included in his example is the person designated as
Scoutmaster of the Council Contingent at the Jamboree or of a
Provisional Troop that's put together at a Scout Camp (i.e., boys who
go to camp as individuals and not as part of their "normal" Troop).
