I'm no expert, but here's my take on this according to my personal
experience and what I've read. Training harder by running with a higher
heart rate will not necessarily improve your results. In fact, it is
likely to hinder your results. Every training run should have a specific
purpose. In order to train the body to improve a specific physiological
adaptiation, it is necessary to train at a specific effort. If you're
running in the heat and you're not slowing down to maintain the planned
effort for that day, then you are training a different system. That may
not necessarily be a good thing, especially if that day you should be
running at an easy pace.
Training in the heat will eventually lead to better performances *in the
heat* as your body adapts. Your heart rate will get lower at a given
pace, but it will never be the same as running in a cool fall marathon.
Therefore, I see no benefit from training in the heat for a cool weather
race. The only positive I can see from training in the heat is that it is
better than the reverse situation. Training in cool weather for a hot
weather marathon would be disastrous.
