My question to the group is: How much should I refund? That is, how
much value does the tape take away from the set as a collector's item?

Did you post those pictures before his last bid? It looks like you
fully disclosed the presence of tape on the box.

It looks like you made a reasonably full and fair disclosure of the
condition. It is used, and it was not described as NIB or NOS. Did
he ask you about condition of the foam slipcase or the other
acceesories, and did you give him a deceptive answer? If not, he
should not expect the incidental packing materials to be in pristine
conditions. As I recall, the plastic bags were often closed with a
piece of scotch tape, so the piece you are sending him may be
original(increasing its "collector" value); after opening, my bags
usually have suffered some damage (tears, stretches, etc.).

I don't think you owe him anything, and besides, I think he got it at
a very good price. There may be another side to the story, but I
think he is scamming you. Even if he is not trying to cheat you, he
bears a lot responsibility for not making his expectations clear and
asking you those questions beforehand.

You should offer to take it back, making a full refund of the bid
price, but not shipping. You can probably get the same price or more
if you re-list it. And even if you get less, you will have fewer
headaches.
