They were referring to the fact the amateur radio spectrum is shared
frequency and that no frequency is owned by one station

47 CFR 73 is the broadcast rules, those rules only apply to the
Broadcast service. But your right there are rules outside of part 97
that amateurs and the FCC must comply with including Part 0, Part 1 and
Part 2 of the Communication Act of 1934 as amended.
