I would check the antenna, coax and the connector going into your Ht.
It may be as simple as a bad connector/ adaptor.

I have an ICOM W32A HT. Whenever I try to connect an external antenna

as an Arrow Satellite Antenna) I get no TX or RX. It seems to work fine
