Which appears to be a useful "kutter" for visco as the OP suggested.
That's not the point. The point is that when someone includes a link that
doesn't work very few readers will bother going any farther. Especially
when the reader already has a visco cutter that works quite well and has
done for 20 years. Most of the time I wouldn't have even commented about
the link not working but since there are so many new readers/lurkers on
this usnenet group I thought I would give the OP a heads up and thus a
chance to fix the link.

The link given by the OP is valid. The hyperlink feature in the newsreader
failed to include the
last character in the link which is an "=" sign. Copy and paste the entire
link which is common practice on failed hyperlinks and it will work. Or you
could just add an "=" to the end of the
address in the failed page.
