Watering flash powder in cases isn't a good idea i think..

Actually water is the best way in my opinion. That way, once they are
done, they're done. God forbid anyone dig up burried tubes of flash,
or worse yet hit them with a shovel! Here's how Bob and I have
disposed of similar items. Use a pail with enough warm water and
several squirts of dish soap to cover the items is placed outside
where we can keep an eye on it. Place the items in the soapy water
and hold them down with a brick or similar item. The following
morning, or maybe sooner, the cases will have disolved and the water
will contain the dissolved flash. You can literally dump the whole
thing out on your driveway and spray it down with a hose.
Done it many times, works like a champ.

Some years ago, we had several cases of bird bangers that we had to
destroy because they became politically incorrect to use. These had
plastic tubes and end caps. So Eric's, if built the same way, might
take a while to soak through. However, if time is on one's side,
soaking is the next best way to firing them.
We recently destroyed a barrel of class C that way. As it ends up,
many of the class C items have plastic tubes in them and the thick
cake tubes take longer to loosen but the water still neutered the
little devils - it just took several weeks.
I'll tend to agree with Harry ,Why waste good pyro?clean them up as
best you can and shoot them,depending on HOW moldy they are the ends
should be OK,WE used to poke a hole in the plastic caps and insert a
3" piece of fuse and use them for Polish fish finders...BUT that was
way back before the politicly correct era....
