Has anyone heard of using HDPE plugs on HDPE mortars? I know that
wood is considered the norm.
What are your thoughts on this?

At least one manufacturer used spin-welded plugs in HDPE. They were reinforced with bolts as is wood.

My guess is that they would be near-perfect as plugs go, but quite a bit more expensive than the same volume of wood.
