If you want to split hairs with your local, state, or BATF forgot it- They
have heard anything and everything when it comes to flash.
Now days you better have at least type 4 storage and if you really want to
play with flash type 1. Most states you need a display permit if you are
going to shoot your stuff off.
The ole, "I made it today and I'm going to shoot it off tonight" is old and
they are not biting on it anymore. We use to have "temporary storage" in
case you couldn't shoot a display off that night-NOT ANYMORE! Not even if a
police station or fire barn. You better have storage within a reasonable
distance if you can't. They will check on that also-and forget about the
contingency plan when your storage is over 2 hours away.
It used to be nice and I think pyrotechnics(hobbyists) are being labeled as
some sort of terrorists. There are a lot of worse ways of doing mass
destruction than fireworks, But when clowns come on here and ask questions
about the "Laws and Flash" you either shouldn't be screwing with the stuff
because you don't have storage, or your wanting to know how much trouble
your going to get into if you caught making "M-80's, quartersticks, and so
on".
Maybe your neither- But invest into a storage on what your needs are and if
you can't due to where you live or a record- then don't give the hobby a
black eye-we already have too much of this.

Well See, most firework vendors sell Strobe pots, and these Laser
things (well thats what their called). Strobe pots are pretty obvoius,
they flash on and off like a strobe. The Laser things are these small
tubes that either burn slowly with a very bright light (Green, red or
white, sometimes blue) or they have the same bright light that
crackles.
I dont know if they contain flash, Or just slow burning color mixes.
These are the types of things I want to make, Create a bright burning
light like a torch, which is why I asked if it was legal.
Im really not intrested in M-80s, and I dont have plans to make them.
I just wanted to know, if I made a device that just flashed, would it
still be considered a salute? Making M-80s is a bit too dangerous for
me, Im not one of those other kids (or in some cases, Adults..) who
just wants to make a boom, I want to get into the hobby a bit.
So, your saying that even If I make the device (Any device..) today,
and shoot it off today, I'll be in trouble? But I thought that you can
make them, as long as your not selling them.
