If all your going to do is ordering chemicals to make salutes then yea, you
better worry. If your going to make waterfalls and other stuff na, you
shouldn't worry.
Like Tom C. said; you better worry about your local and state officals
rather than BATF because they won't come unless someone calls them or you
purchase stuff that would put you on a list.

There's a paper/electronic data trail associated with nearly any
activity you might care to name. Pyro is clearly no exception.
Purchasing chemicals or other supplies from Skylighter (or any other
supplier for that matter) is, currently, quite legal as far as the
federal government is concerned. (Storage of finished items is an area
where federal authorities do exercise control.) Some states may
restrict some commodities but that's another matter. The rub, if
there's to be one, exists less in the materials you purchase and more
in the things you might make from them.
If you're engaged in legal hobbyist fireworks activity, I'd go ahead
and purchase the things you need. If you're not, then you're on your
own.
You only live once: obtain what you need and make your waterfall. While
you're understandably concerned with federal authorities, you would do
well to mind the laws that govern your activities in the city/state
where you live. If a pyro is likely to have trouble, it's more than
likely that the trouble will come from neighbors and local authorities.
