What I've seen used for forming matchpipe was a long horn-like device made from a curled piece of *** metal. The botton edge was straight and parallel to the direction of paper travel. That edge had a double bend in it to make a channel for the edge of the paper strip to slide in and to hold tension on the paper as the horn forced it into a tube shape.
