Greg,
You should check to see if your perchlorate is of the Swedish variety; Harry Gilliam once termed that sub-species to be the king of the "fine sippin percs." It was much prized among those who made whistle fuel for rockets. If you do indeed have Swedish perc, frame it ... in a manner of speaking.
Keeping track of the laws that apply to amateur pyro can easily become, for some, a nearly full-time job. Keeping experiments small and confined to open spaces, being on friendly terms with neighbors, practicing sensible work protocols and generally keeping below the radar are, I suspect, the distillate of the "law" that sustains many of today's amateurs. And before the law, in what may be thought of as a better time, is there anything else truly required?
With all of the other entirely appropriate caveats that attend the craft, do reserve the time to enjoy it.

I never noticed that much difference in making flash, but I really didn't keep track per-se. Swedish perc was prized for it's purity of colors made with it though. It would be interesting to see how modern HP-150 High Purity Chinese perc compares for color quality.
I kept some Swedish perc around also, 5 pounds still in the original KSI plastic tub, circa late 1980's.
Leo .
