My opinion was rather primary based on the experiences with
EF-S lenses as such. Plasticky feel, vignetting, distortions.
I saw no exception so far!
Look at photozone's review of the 10-22 Canon EF-S, then. For example Photozone.de has meanwhile a lot of test
reports using the Imatest.com software by Norman Koren.
I just wanted lookup this site, but they seem to be down
at the moment. Canon's 12-24 looks very miserable in this
test.
Canon does not make a 12-24, they do make a 10-22, which Photozone rated very highly.
No they did not! Vignetting of whopping one 1 EV with up
to f4.5 "highly rated"? I really doubt that you interpret
the summary of the test correctly. The 10-22 (rather than
a 12-24 indeed) shows also a visible amount of distortions.
See for example the distortion display at 10mm. I will take
the Tokina 12-24 F4 any time over this lens. Except for the
tendency to flare, even with a hood, and audible focusing
noise, its really a fine lens.
I conclude that you speculate on 17-55 f2.8 being the 1st
Canon's really good EF-S lens, above the consumer grade.
This remains to be seen, however we know already that the
24-104 F4 IS L is a top class lens.

You conclude incorrectly. I was speaking in terms the way it is built, the component parts, as it were, I have no idea how the 17-55 will perform, neither do you. You claimed that Photozone had a test on it, which they do not. As yet, I've seen nothing substantitive about the lens. Don't chide me for speculating, when that is exactly what you are doing.
You are right about my mistake regarding implying that
photozone having the 17-55 test already, it was however
a 'slip of a tongue,' clumsy writing. I was browsing
photozone as I was writing my message.
The point is that I would not go for _any EF-S_ lens with
a price tag of an acclaimed L class lens, because all EF-S
tested so far were not rated very highly. Well expect for
right now: The recent Popular Photography rates this lens
very high, however you might find many people here, who
doubt the sincerity of PopPhoto testing...
Regarding vignetting:
Lenses constructed for the full frame of 35mm have been
naturally calculated to not to show vignetting over a
tolerance on the full frame, the better they look on
the smaller sensor. Lenses made for the smaller sensor
will tend to vignette faster, because the majority
of them is constructed with the same tolerance toward
small sensor, which was used with the full size lenses
toward the 35mm frame.
