There is no way to tell. File format and image resolution are separate things.

What is the largest JPEG resolution?

No limit (in practice at least, not sure what the official spec is).

Can you tell just by looking at the resolution size what it is, JPEG or TIFF or RAW?

No.

RAW is not a format you'd see in these circumstances. What it means is data straight out of a digital camera without any processing being done to it. This is often preferable to professionals and advanced amateurs so they do their own thing on the computer, aiming to get the best out of the image. Cameras aimed at the less enthusiastically-minded photographer produce JPGs normally, which have been adjusted in-camera so that they are 'ready to go'. (Cameras producing RAW files usually have the ability to make JPGs as well).

Also can I now take an individual slide and have it scanned
to a higher resolution? "Better" or "Best" ?

No reason why not in principle. Obviously it depends on what services your store offer.
