What restricting passengers from carrying a few batteries has to do

It's not "Cargo Aircraft" but "Aircraft Cargo", ie the storage area
below the passenger deck as well cargo aircraft. Specifically the fire
suppression system in the cargo deck.
Yes. But the stated problem is the potential for fire in a _shipment of
non-rechargeable lithium batteries_ of batteries.
So why are they harassing individuals with laptops when the problem is
commercial shipment? Are crazed photographers buying non-rechargeable
lithium batteries by the gross and bringing them along as checked luggage?
