I disagree that Windows, when appropriately configured, cannot be as
secure as UNIX. What do you see as the "basic" flaw?

You can disagree, but daily results demonstrate
otherwise. We don't have million of spam email messages
being sent by compromised unix machines every day, for
years...

The most basic flaw has always been that while unix was
the product of a research team (and pretty much still
is, with occasional influence from marketing), Windows
has always been developed by a marketing group with only
occasional influence by R&D.

Unix is designed to provide computer services, Windows
is designed to keep Bill Gates wealthy.

Backwards compatibility with MS-DOS initially, and then
with previous Windows systems, has been another very basic
flaw with Windows. Microsoft does not do bug fixes. They
do upgrades. Upgrades may or may not correct problems, but
they are intended to create market share. That of course
is also in conflict with backward compatibility, and the
random juggling of the two creates inconsistencies.

Those philosophical and policy differences of course
lead to technical differences that directly cause the
flaws which make Windows insecure. The file systems
have all been crude. Decisions such as making the
graphics display system a kernel level function result
from the problems inherent if following the above policy
(with respect to backwards compatibility). The grossly
discordant API are another example.
