You might give Paint.NET a try. I just downloaded it and have only
spent limited time trying it out, but so far I am impressed. It's
supported by an enthusiastic user community, some of whose members
have come up with very useful plugins.

Note that if you don't already have .NET 2.0 Framework, you will have
to download and install it first. It's free and the Paint.NET site has
a link to the download page.

Paint.NET itself is free, but its creators do ask for a donation.

So I'm currently trialling XnView which feels much faster, opens my raw files at full-size, has a nice interface, Lanczos interpolation, good if not great sharpening control, very simple print ratio selections... ... I have been using a combination of Thumsbsplus (my old version can't see raw files/doesn't have Lanczos) and Irfanview ...
