Best bet would basically be to create a local web site. There are several
programs that will take a batch of images and turn it into aphotogallery
suitable for a web site. Copy the whole thing to CD. This will, of course,
require manual stepping to the nextphoto, but I don't see how anything
automated could be made universal.
You can use Wondershare DVD Slideshow Builder which is very powerful

If you have a legal version of windows XP, you can get a free program,
Microsoft Photo Story 3 for Windows XP. It can do some basic
functions. It can let you do everything windows movie maker does but
with photos.
