The reference distance for close viewing is 10" (25cm).

If you are struggling to see things at that distance other than in bright light then you have presbyopia. This condition increases in all normal sighted people with age due to hardening of the lens, usually first being detected in their early 40s when their close vision distance starts to exceed normal handheld distance with the elbows bent comfortably at around 90deg.

Given how long you claim to have been observing particular viewing habits there is no doubt that you are well into the presbyopic stage of life. Try this:

The threshold for prescribing glasses to correct age related presbyopia varies from country to country, but ranges from 14-20inches (35-50cm), so Frank's eyes are perfectly OK, given that this is his comfortable distance and he could probably accommodate slightly closer for inspection purposes.

Yours, on the other hand are, by your own description, appalling, but probably quite normal for your age, requiring on average around 2.5diopter correction for your age group. Vanity often prevents old codgers like you from wearing corrective glasses, resulting in ridiculous claims like the one you made above!
