All RAW files out of cameras are essentially just a straight data dump from the
sensor... there's no real need to generate such a camera-specific file outside

The problem is that I need the raw data to be specific data. I need
the raw data to represent a perfectly neutral image - like a gray
card. I do not want to photograph a gray card because it is the light
that I am trying to control. I bet Canon has a reference gray raw they
use for testing but I do not know how to get it.

Is this what you're trying to do:
Import a true neutral image into the camera, then use that as a
comparison to other shots you take, white-balance-wise?
If so, shooting in RAW wil llet you adjust white balance easily, so
this shouldn't be necessary.
If not, drive on... :-)
