Video CD with Quicktime Video AND JPEGS

I think the Picassa Create Movie feature is awesome, but can you create
a movie with Pics and Video? If not with Picassa does anyone know
another free or inexpensive way to do it. My video is Quicktime so it
doesn't work AFIK with Windows media player. I tried another program
(can't remember the name) to convert the video to AVI but the resultant
videos had very poor sound quality. I need to create a video disk to
give to someone.
