It means that the image was stored in a compressed format like Jpeg. The
stored file is 1.4mb but when the image display program uncompressed the
image and thus reconstituted all the pixels of the original image, the
memory count also reconstuituted to 17.4mb. If you resaved the image as a
bmp or raw file this number would be roughly equal to the actual storage
required to save it. But if you use any type of file compression (tif,
gif, jpg, etc) the saved file will be less than the 17.4mb reported. Also
before you become confused about the large number when you "know" that the
photo was taken with an 8mp camera, if the image included multiple layers
(even if one layer is empty) the memory size reported would be roughly
doubled (two 8mb layers would require 16mb just for pixel data and then
there are headers and EXIF data etc on top of that). But if as I
mentioned, one layer is empty it would compress upon saving to a very few
bits of data. Any of these reasons would cause a huge disparity between
the storage size and the display size.
