Probably the same reason that printer manufacturers sell
printers with "starter" ink cartridges which have to be replaced after
fifty pages. Maybe they can get them dirt cheap when they're no longer
in common use. Or it may be the "United Airlines saved $22M (or
somesuch) per year by eliminating one olive from the in-flight salads"
syndrome.
