The dpi value in images --- especially if it's 72 --- is most
likely bogus, and the software should handle that gracefully.
Digital images are comprised of pixels, hence the proper term is ppi.
Digital images don't have as defined output size, even less than
analog transparency film. Call it dpi or ppi, the "pi" part is
not applicable.

Digital images do have a define output size, the program doing the
printing can ignore this size, but they do have a size. If I size a
photo to say 2x1.5 inches and then insert it into a Word doc it comes
out at 2x1.5 inches in the document. In many cases it does not
matter what size the image is set at, but for many cases it does and
it is pretty handy.

Laying out print, it's all about inches, pixels aren't a factor, the software is not raster software, it doesn't speak in pixels except in dpi, ppi, whatever when you place raster files, then it forgets & speaks another language: vector. For a good workflow, the expectation is the raster image has been sized already. I don't think those programs have many options for resampling? or (any?) sharpening, it's not their job. I guess it's usually good enough to resize in the layout program, but photoshop is better and should be used first.

Some programs 'place' photos at a size that fits in the screen, which is imprecise if the photos are already sized: you have to make sure not to change the zoom when placing a series and/or go back & re-size from the properties, it makes no sense for layout software.
