The problem is that you need USB support - and at least one USB port
to get picture files into the computer.

Your problem is that even the latest ever version of Windows 95
Windows 95 SR2.5 which was an OEM version only had patchy USB1
support, and that was for an added USB card not USB which was
integrated on the motherboard.

Assuming your computer has at least 1 USB port Windows98
preferably 98SE as 98 was buggy is the first version of
Windows offering full plug and play support for a USB1 port.

There are then two issues. Transferring the files from the camera
via the USB port, and using the picture editing software
supplied with the camera.

Strictly speaking its possible to transfer files from the SD
card in the camera direct to the computer using a USB card reader.
Unfortunately few card readers offer windows 98SE support
by way of drivers.

As to cameras its necessary to check the specifications
to see whether they work with 98SE or require Windows XP.
If they work with 98SE you can transfer the picture files direct
using Windows Explorer, and can use any software provided or use
something like OEM Paint Shop Pro 8 which works fine with 98SE.

Panasonic Lumix FZ7's and presumably earlier models work OK
with 98SE, later DSLR's require XP as a minimum.

Your best bet for Windows 95 would be to get on Ebay and try
to find an old Sony Mavica FD-5 or FD-7 camera.
It recorded the photos on 3 1/2" floppy disks.
Poor images by today's standards!
