Even a perfect sensor will be nosier if the pixels are smaller.
That depends on your definition of perfect. If you had a sensor that had a billion pixels, and one that had one million pixels, both the same size, and they had the same quantum efficiency, the gigapixel sensor would not have any more shot noise, and could get away with 31.6x as much read noise per pixel, without increasing image read noise, all the while with 31.6x the potential resolution.

I don't think so. Try writing the equations for this.
You can't increase read noise and come out equal or better.
Adding noise only degrades system performance.
While you are at it, try tracking dynamic range too
and see that happens there. Hint: your gigapixel camera
has 1/1000 the dynamic range per pixel compared to the
megapixel camera. Now add 31.6x the read noise and
your dynamic range really sucks! Of course, you forgot
diffraction limits your resolution too; remember, at f/5.6
the diffraction spot size is already over 7 microns for
green light. You would never get 31.6x the resolution,
even with perfect optics.
