can only surmise the shot was underexposed and rescued in post process
(or Canon's noise is awful! ;-)

That link doesn't work, at least with Firefox.
Without seeing the image, it has to be underexposure, which will produce
noise and banding with *any* camera.
Canon CMOS sensors are the least noisy available, even on the budget
cameras.
