puppy lose of appetite

the place where i brought the puppy from he ate their food.i brought the
same brand from the store.
he drinks plenty of liquids,but takes a one or two bites out of the food
bowl.
he has bowl movements when i walk him.
i didnt give him any dog milk.i am wondering if the previous owner new
the correct age of the puppies they sold.
what method can be recommend to encourage him to eat more?
i have tried water [warm & cold] mixed with the puppy food.
