In Dobermans, yes. Even JQP can find an ethical breeder with some work.
In other breeds, not really. I've talked with people who were very
plugged in who had one heck of a time finding an ethical breeder. It is
really very breed dependent. And it is usually highly reflected in the
breed club behavior.

Depends on the breed. In some breeds, no, they are not willing.

Hmm know any excellent breeders of chihuahuas? I know they exist, but
good luck finding them if you are serious about the entire scope of
ethical breeding. If you want a chihuahua that comes from a breeder who
embraces the entire scope of ethical breeding you are going to do some
really heavy research. Look at the numbers in the OFA database. Then
look at the number of registrations. Needle in a haystack time. Unless
you are plugged in enough to know how to get through the system it is not
a task JQP is likely to accomplish. And don't look to the breed club for
help. Health issues are not high on their scope of concerns.

It isn't hard. But it is very often fruitless.
