Of COURSE not. Nor are they on the same long side. They are diagonal
from each other, which means that even turned around (recommended), they
wind up in the same place but on the other end!
I've thought of keeping one pad in there and layering pieces of another
on top of it, at the key points. Not sure how well it would hold the
urine, but it is probably worth a shot! Not sure if it would results in
fewer pads used or not. I'll give it a shot over the next week.
I'm not familiar with the pads. I've seen them in a store but never
handled them. So I have no idea about their construction. Would they
still maintain their absorptive properties if you cut them? If they do,
is their enough space on them to cut them into 4 quadrants?
I'd do a double layer if you can fit it, one whole and then one cut into
quarters.

If Skip pees in quadrants 1 and 4, I'd replace them every 1/2 week and
shift 2 over to 1, 3 over to 4, and placing new quarters in 2 and 3.
This would reduce your usage down to one pad a week. The second to last
change for the month I wouldn't replace the quarters in 2 and 3, and the
last change for the month I would just remove the quarters at 1 and 4
leaving the bottom pad to catch the mess for a half week before starting
entirely from fresh when you change the pellets. By my calculations it
should come out to 1.2 pads a week for a 4 week cycle. Of course it
relies on certain assumptions I made that I can't verify since I don't
have the pads, or a cat that would be kind enough to only pee in two
corners. A savings of 3 pads a month, don't know what that translates to
in real dollars or landfill waste, or whatever other reason there is for
not being wasteful.
