That's a Mega-Sheltie. I've measured a few Shelties who were *just* above 16" - Oh No!

Oh he's a cutie. I saw one 'eency sheltie when I did a herding workshop years ago in Colorado. He was a tough little herding dynamo (IIRC his name was "Fang") and the instructor called him a "pocket herder" - small enough to stash in one's pocket until you needed some sheep moved around.
