I've been lucky this year (so far) on both of my 600km winter judging junkets - this past weekend was 10 degC and sunny. I hate 3 hours of white knuckle driving.
I've found all the responses about driving bans interesting. I've been affected by roads being closed due to snow, but hadn't heard of the tiered emergency systems and how they relate to snowy conditions. Nor tow bans.
Despite a day of folly nearly 30 years ago when I drove across Oklahoma in a blizzard, just me and my chihuahua, a forecast of heavy snow usually translates for me as GET HOME NOW or STAY HOME. I developed this habit while living in NJ and seeing the effects of each inch of snow increase exponentially on congested roads. So I haven't paid much attention to the traffic regulations governing who can drive in a snowstorm, because unless it's a dire emergency, I don't.
