Good Questions. Rotties are known as talkers - they often keep a
running commentary in the form of mumbles, grumbles, low short whines
and an occasional "humpf!" for punctuation. People who don't know
Rotties often mistake the talking for growling. Overall though, a
Rottie commentary is rather low volume and doesn't carry very far. I
seem to recall that Dobies are known to talk in the same way.
IMHO a better set of lists would be:
A Breeds which can create the most god-awful sounds: the American
Eskimo skull-piercing yip; the basenji scream; the beagle bay that
sounds like it's being strangled.
B. Breeds with low threshold for barking (i.e.: it takes very little to
elicit a bark from them): the Collie, American Eskimo & some of the
other spitz breeds (Keeshonds, Poms), Dachshunds. If you ever study the
structural make-up of the Sheltie, you'll see that their jaws are
directly connected to their feet - if they move they bark. ;-)
C. Breeds with high threshold for barking/making noise (i.e., they
rarely make noise for any reason). I wouldn't limit noise making to
just barking - for example the Basenji can't bark but it's hardly mute
D. Breeds that create the most bizarre sounds: Basenji yodel; Old
English Sheepdog "Potclassa" (spelling?) bark which is supposed to be
the sound of two pots banged together.

Pablo who hardly barks and Lucy who LOVES to bark
and the visiting Lhasa, Smudgie, who mutters a lot.
Elkhounds range from a deep throated bark to an ear piercing gawdawful
screech. Tuck is the deep throated variety.
As far as barking.. I had Tuck crated this week while the workment were
here. He crawled under the house and liberated all their tools in the
crawl space below. I would hear, a "GET BACK HERE WITH THAT" and had to go
see what Tuck had stolen now.
We did a premises check when they got done, to make sure they got all their
tools back. We decided crating him was best. So they walked in while the
work was being done, and i was out hunting, and they said Tuck never even
barked when they came in.
But Tuck does growl to talk.
