The Rottweiler origin is in Germany. Docking is illegal in Germany, except
for some working (!) hunting dogs. There is no exception by breed.

The breed keeps it's tail since 06/01/1998. The "target" for the tail ist
part of the standard.
The german standard, as well as the FCI standard, says about the tail:
"In natural condition, level in extension of the upper line; at ease may be
hanging."

This is what the upper pictures show.
American breeders could simply stick to the original standard. The AKC
(http://www.akc.org/breeds/rottweiler/index.cfm) still says "Tail docked
short", which is - in my opinion - not good. I guess this inconsistency
triggered e.g. the "USRC Adopted Exception: Docked at the first or second
joint within 7 days of birth or left in its natural state."
